Offering a reading of the intermarriage debate and expulsion of the foreign women in Ezra 9-10 this book engages with the production and performance of masculinities in this biblical text shifting the focus away from the 'foreign women' to the men who are the primary actors in this work. This approach addresses the diversity of masculinities and the ways in which they are implicated in the production of power relations in the text. It explores the ‘feminized’ masculinity of the peoples-of-the-lands the unstable masculinity of the golah Ezra’s performance of penitential masculinity and the rehabilitation of divine masculinity. The rejection of the marriages and the call for the expulsion of the women and children are addressed as sites on which masculinities and power relations are configured. In doing so this book sheds light on how women and the traits and performances culturally ascribed to women femininity and inferior masculinities are appropriated to produce masculinities and negotiate power relations between men. It posits that the debate in Ezra 9-10 is not ultimately about the women themselves but about bringing the masculinities bodies and practices of dissenting men under the ‘management’ of those who wield the Torah in the narrative world of the text. Men Masculinities and Intermarriage in Ezra-9-10 is of interest for scholars and students working on the Book of Ezra specifically as well as the Hebrew Bible and its world more broadly. This book provides a comparative overview of asylum seekers’ reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance (MLG). It challenges the tendency of the MLG literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. The book reveals the heterogeneous development of reception policies not only across Member States but also within each country where solutions adopted at the local level generally diverge substantially. Furthermore the overall centralisation of policy-making on reception regardless the institutional structure seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. In 2004 Japan instituted a system to protect citizens against military attacks and terrorism for the first time after World War II. Faced with the Tokyo subway attack (1995) the 9/11 terrorist attacks (2001) and the changing security environment in East Asia the Japanese government was forced to implement the most extensive reform of its domestic crisis management [kiki-kanri] system in the postwar era. Japan’s civil defense system is now called civil protection [kokumin-hogo]. Two world wars in the 20th century led to the development of national institutions based on civil defense in Western democratic countries (including the United States and Canada). As times have changed most countries have adopted a comprehensive crisis (or emergency) management system integrating civil defense and disaster management (against natural and technological hazards). However Japan continues to take a different path. Why has a comprehensive crisis management system yet to be formed? How do complex and fragmented institutions work? This book examines the institutions and policies of civil protection (i. e. Japan's civil defense) and further analyzes their effectiveness and issues. Furthermore it also examines the trade-offs resulting from the coexistence of two independent institutions: civil protection and natural disaster management. This book offers an East-West comparative analysis of mediatised terrorism. This is the first country-specific analysis of the mediatisation of terrorism with Pakistan and Australia representing the two worlds respectively. Caught up in the ‘9/11 effect’ Australia is known for its anti-terror ‘hyper-legislation’ despite the implausible nature of the threat. In contrast Pakistan is plagued by terrorism yet the military establishment favours a duplicitous policy of fighting militant groups selectively. To understand how the two diverse cultural sites with their very different experiences of terrorism make sense of this unpredictable threat the book uses Beck’s World Risk Society theory as a conceptual framework to examine the production and construction of news narratives around the risk of terrorism in both countries through textual analysis of local news stories and in-depth interviews with Australian and Pakistani journalists. Narratives about ‘global terrorism’ are mostly ‘Western’ with fear of its impact on ‘Western’ democracy and civilisation. This book aims to fill the gap and present a nuanced understanding of global terrorism by examining the characteristics of the phenomenon in a Western as well as an Eastern location and the ways in which the risk of terrorism is being played out in the two worlds. In the aftermath of 9/11 the potential terror of weapons of mass destruction-from nuclear biological and chemical to dirty bombs-preoccupies national security experts. In Chemical Warfare Frederic J. Brown presents a cogent innovative framework for understanding the historical forces that have restrained the use of WMD and how they continue to have relevance today. Analyzing both world wars he argues that the restraints on use were complex and often unpredictable and ranged from the political to the technological. The author offers a detailed examination of American chemical warfare policy as it was shaped by industry and public sentiment as well as national and military leaders. The organization of the book into three parts reflects the importance of battlefield experiences during the First World War and of international political restraints as they evolved during the interwar years and culminated in no first use policies by major powers in World War II. Part I examines the use of chemical weapons in World War I as it influenced subsequent national policy decisions.
