The term ''regulator'' simply describes a precision clock. Every clockmaker and repairer needs such an instrument to use in regulating his repair and new work. The typical English regulator, as described in the first section, beats at one second intervals and will run for eight days between winding. The second project is a month going regulator clock, an equally high precision type which will run for a whole month between winding. This book is based on a popular series of popular articles originally published over many years in Model Engineer magazine.

He also covers many rare and exotic regulators such as long-duration clocks and variations from the norm.

The European Union is often depicted as a dominant global regulator. The purpose of this volume is to move beyond establishing that the EU influences global regulation towards an emphasis on the conditions with which it exerts that influence. Toward that end, it focuses on the EU''s active efforts, both bilateral and multilateral, to shape regulations beyond its borders. The empirical chapters in this volume are explicitly comparative, among foreign partners, across international contexts, over time, and across issues. The more conceptual contributions posit an explanation for the EU’s choice of regulatory cooperation strategy and take stock of Market Power Europe as a dynamic conceptual framework for understanding and researching the EU as a power. Collectively, this volume advances three arguments: the utility of the EU’s regulatory power resources is context-specific; debates about what kinds of power projection the EU has been found to be, at least as currently conceived, unproductive; and that the EU’s engagement in the world is better explained through general theories of international political economy. This book was published as a special issue of the Journal of European Public Policy .

This open access book addresses relationships that develop from the complex set of legislative, regulatory, and institutional arrangements that arise in the governance of high-hazard industries, especially those connected with safety. It analyses the difference in practices between high-hazard sectors such as nuclear power, chemical processing, and transport with those in the finance and healthcare sectors. The relationship between regulating and regulated entities is important in ensuring that safety is not subordinated to other concerns and in maintaining public confidence. As a result, the brief addresses various pressures and trade-offs inherent in that relationship, trade-offs between such considerations as: cost of the oversight activity and its effectiveness; regulator independence and its level of competency and understanding of the risks involved; ability to provide advice on meeting regulatory goals and being able to criticize decisions made; and effectiveness and intrusion in operational activities. The contributors show how, over time, a more horizontal or “decentred” approach to regulatory oversight has appeared, with a larger degree of delegation of certain decisions to industry and a greater role for a range of third parties such as certification bodies, auditors, insurers, industry associations and NGOs. This book is of interest to academics working in the fields of safety science or organizational management and to practitioners, regulators and policy-makers concerned with health and safety and critical infrastructure.

Firms have usually more information about their technology than third parties, and this may be used opportunistically. This book examines how a regulator can mitigate the potential opportunistic behaviour of a polluting monopolist, when imposing taxes in a context of asymmetric information about the firm''s production and emissions technology. A two-period dynamic signalling model is used in which the asymmetric information problem is resolved when production and emissions levels are publicly observed at the beginning of the second period. Results were found that highlight that whenever the regulator''s environmental conscience is sufficiently high, the monopolist wishes to be perceived as a firm that pollutes a low amount. As a reaction, the regulator better aligns its incentives with those of the polluting firm by charging a tax not higher than that imposed, in expected terms, under the context of symmetric information.
