Since the demise of Latin in the late Middle Ages as the language of administration, that role has been filled at various times by the standard varieties of French and German. Declared a protected neutral country in 1867, Luxembourg has been twice invaded by Germany in the twentieth century. But since 1945 French and Letzebuergesch have come to predominate and the use of German has once again receded. It is the unwritten social code governing the use of these languages (and latterly also of English) which gives this volume of specially commissioned papers its focus: the purpose is to provide an insider''s view of the community, and of its little-known language. The book contains the most detailed linguistic description of Letzebuergesch so far available in English.

Its underlying rationale is still alive in the present-day EU. Presenting a deeply revisionist account of European law and politics, the book demonstrates how the Luxembourg arrangement served as a compromise between the Treaty text and political reality, as a counterweight to technocratic ideas, and as a bridge between irreconcilable divides over European unification. It includes case studies from 1965 - 2000, such as the ‘Eurosclerosis’ of the 1970s, British exceptionalism as an EU member, the European revival of the mid-1980s, and intergovernmentalism on the verge of negotiating the Maastricht Treaty. Highly original in its interdisciplinary, comprehensive and archivally-rooted method, the book interrogates the most important and controversial debates about the past, present and future of the European Union.

Combining a concept analysis with empirical research, the book finds that economic actors go offshore to create money more than to hide it. Legal offshore banking trumps tax planning or money laundering in its impact on state power.Offshore Finance and State Power also reveals that the relationship between the two is not straightforward. Offshore finance can limit state power by transmitting the volatility of unregulated offshore banking into the domestic economy. Yet, counterintuitively, offshore finance can also enhance state power. It provides governments with an extraterritorial vehicle to cover up political conflicts over how to finance the state and to mitigate class conflict. European integration has generated a wide array of economic, political, and social opportunities beyond the nation state. European citizens are free to obtain their academic degree in Germany, earn their money in London, invest it in Luxembourg, and retire to Spain. An early theorist of European integration, Karl Deutsch expected this development to promote a collective identity and public support for European integration: by interacting across borders, Europeans would become aware of their shared values and beliefs, and eventually acquire a common ''we feeling''. Experiencing European Integration puts these expectations under scrutiny by developing a comprehensive theoretical model that helps us understand how transnational interactions relate to orientations towards European integration. An extensive analysis of survey data covering the 27 EU member states provides a thorough empirical test of transactionalist hypotheses. Findings show that individual transnationalism indeed strongly and positively influences EU support, but that only a young, wealthy, and highly educated minority take part in cross-border interactions. The book further shows that the effectiveness of transnational interactions in generating EU support is contingent on a number of factors such as their purpose and scope. Importantly, increased transnational interactions result in negative externalities among those who do not become transnationally active themselves. By discussing the implications of transnationalism for the theoretical debate and current policy, this volume will provide a unique analysis of a key dynamic of European integration.
