Prime Ministers (PMs) are the most influential, powerful, and visible politicians in parliamentary democracies. Their prominent role has been increasing in Western democracies due to the ''presidentialization of politics''. But is this also true for new democracies, such as those in post-communist Central and Eastern Europe (CEE)? As politics in CEE has been characterized by high personalization, weak voter-party linkages, and strong media influence of political leaders, prime-ministerial performance may be even more important for the functioning of parliamentary democracy in those countries. At the same time, conventional wisdom suggests that prime ministers in CEE perform weakly because they lack political experience and operate in an extraordinarily difficult context, but this assumption has not been systematically examined. To close this research gap, this book presents a new conceptual approach to measuring prime-ministerial performance and offers a novel dataset of 131 cabinets in eleven CEE countries between 1990 and 2018. The comparative analyses of this data reveal that the political experience of post-communist prime ministers varies considerably-they range from politically inexperienced outsiders to insiders with long-standing careers in parliament, government, and party leadership. At the same time, multivariate analyses of the quantitative data and qualitative cases demonstrate that variations in the careers, contexts, and performance of prime ministers are systematically connected. In this way, the book not only qualifies conventional assumptions about prime ministers in CEE but also substantiates the theoretical relationship between their careers, contexts, and performance. Prime Ministers in Central and Eastern Europe thus contributes to an enhanced understanding of the functioning of post-communist democracies and provides new insights for scholarly work engaging with political leadership.Comparative Politics is a series for researchers, teachers, and students of political science that deals with contemporary government and politics. This book provides a pre-history of Russia''s war on Ukraine and Europe''s relations to it, illuminating the deep roots of the EU''s neighbourhood crisis as well as the migration crises the Union created in the last decade. To do so, the book employs a new and innovative framework that allows for a comprehensive, yet nuanced analysis of borders and a more cogent interpretation of their socio-political consequences. Drawing on interdisciplinary scholarship the book analytically examines the key common elements of borderscapes and links them in related arrays to allow for nuanced evaluation of both their particular and cumulative effects, as well as interpretation of their overall consequences, particularly for issues of identities and orders. The book offers a significant conceptual and theoretical advance, providing a transferable conceptualization of borderscapes to guide research, analysis, and interpretation. Drawing on the author''s experience in policy, practice and academia, it also makes a methodological contribution by pushing the boundaries of reflexivity in interpretive International Relations (IR) research. Analyzing three main sites in Central and Eastern Europe (CEE), the book challenges conventional critical wisdom on EU bordering in the Schengen zone, at its external frontiers, and in its Eastern neighborhood. In so doing, it sheds new light on the politics of post-communist transitions as well as the contemporary politics of CEE. It also shows how EU bordering and its relations to identities and orders created great benefits for many Europeans, but also hindered the lives of many others and became self-defeating. This book is a must-read for scholars, students, and policy-makers, interested in a better understanding of Critical Border Studies (CBS) in particular, and International Relations in general. In most countries of the Former Soviet Union (FSU) and Central and Eastern Europe (CEE), cereals production constitutes a major proportion of agricultural sector output, and expenditure on cereals products represents a significant component of total household expenditure. Perhaps for these very reasons, cereals sector reform in many countries has tended to lag behind that of other sectors within agriculture, and of the liberalisation process in general. This lack of reform has prevented the countries of the region from realising the full productive potential of their cereals industries and threatens to undermine food security. This book is based on a workshop on cereals sector reform and food security in the Newly Independent States (NIS) and CEE, held in Kiev, Ukraine, in December 1995. It addresses the general issues involved in the reform process and also considers the progress made, and constraints encountered, in specific countries in the region. Earlier chapters consider general features of the reforms, and the later chapters are concerned with country-specific issues. The workshop was held as part of a broader initiative by ICERC to create a framework for cooperation on the critical issues of economic transition in this region: to revitalise trade, to stimulate investment, to increase food production, to develop and conserve resources, and to take effective action on environmental problems.

Globalization studies are rapidly filling many a library shelf, and understandably so. The geographical shift in contemporary history towards a more global world is not only significant in its own right, but also interrelates closely with other principal social changes concurrently unfolding, for example, in respect of economy, governance, identity and knowledge. As a result, research built around a theme of globalization offers among the most promising avenues to develop a wide-ranging coherent systemic perspective on societal trends today. Hence, the present book on globalization in Central and Eastern Europe (CEE) is especially welcome. Between these covers specialists on these countries researchers who are moreover mostly born of the region itself offer probing examinations of the intersections of transplanetary relations with cultural, ecological, economic, historical, political and psychological circumstances particular to this part of the world. The authors thereby adeptly put into practice the so-called glocalization principle that globality is never divorced from the particular place of its expression. Collectively, the chapters make an important inroad into deficits in globalization research regarding Central and Eastern Europe. Some other area studies research is published with an eye-catching reference to globalization in the title but actually says little on that subject. Not so here. This book does consistently and carefully address issues of growing transplanetary connectivity, effectively teasing out connections between globalization, regionalization and national experiences in CEE. Moreover, by accepting the challenge of publishing in English the researchers make their accounts more available to readers beyond the countries concerned. Having made this generous overture, it is for globalization generalists, as well as specialists on globalization in other parts of the world, to grasp the opportunity to digest the work presented here and make warranted adjustments to their understandings.
