This book presents research into inclusive education in Central and Eastern Europe (CEE), written by scholars based in CEE. Inclusive education has become a framework for understanding and embracing diversity but most of the research in this area has been carried out in intercultural or culturally diverse settings within a relatively inclusive and open framework of democratic/liberal and multicultural Western societies. Unlike many Western societies, the realities of CEE countries are often much less diverse and connected with different fragile historical and political processes, which puts tackling sensitive topics in a different context. The editors and contributors address the dominant Western ways of looking at inclusive and global education in CEE. They argue that Western leveraged pedagogy has been imposed on CEE and outline the context-specific problems of teaching global education in CEE. Collectively, the chapters offer critical responses to the issues of exclusion and exclusionary practices of ''silenced'' minorities in CEE. Written by academics based in Czech Republic, Germany, Hungary Poland, Romania and Russia, the book cover topics including Roma genocide in Poland, teaching about Islam and teaching about LGBTQ+ issues. The book includes a preface written by Jacqueline Bhabha, Professor of the Practice of Health and Human Rights at Harvard University, USA.

Since 2010 the European Union has been plagued by crises of democracy and the rule of law, which have been spreading from Central and Eastern Europe (CEE), catching many by surprise. This book argues that the professed success of the 2004 big bang enlargement mirrored the Potemkin villages erected in the new Member States on their accession to Europe. Slovenia is a prime example. Since its independence and throughout the accession process, Slovenia has been portrayed as the poster child of the ‘New Europe’. This book claims that the widely shared narrative of the Slovenian EU dream is a myth. In many ways, Slovenia has fared even worse than its contemporary, constitutionally-backsliding, CEE counterparts. The book’s discussion of the depth and breadth of the democratic crises in Slovenia should contribute to a critical intellectual awakening and better comprehension of the real causes of the present crises across the other CEE Member States, which threaten the viability of the EU and Council of Europe projects. It is only on the basis of this improved understanding that the crises can be appropriately addressed at national, transnational and supranational levels.

Prime Ministers (PMs) are the most influential, powerful, and visible politicians in parliamentary democracies. Their prominent role has been increasing in Western democracies due to the ''presidentialization of politics''. But is this also true for new democracies, such as those in post-communist Central and Eastern Europe (CEE)? As politics in CEE has been characterized by high personalization, weak voter-party linkages, and strong media influence of political leaders, prime-ministerial performance may be even more important for the functioning of parliamentary democracy in those countries. At the same time, conventional wisdom suggests that prime ministers in CEE perform weakly because they lack political experience and operate in an extraordinarily difficult context, but this assumption has not been systematically examined. To close this research gap, this book presents a new conceptual approach to measuring prime-ministerial performance and offers a novel dataset of 131 cabinets in eleven CEE countries between 1990 and 2018. The comparative analyses of this data reveal that the political experience of post-communist prime ministers varies considerably-they range from politically inexperienced outsiders to insiders with long-standing careers in parliament, government, and party leadership. At the same time, multivariate analyses of the quantitative data and qualitative cases demonstrate that variations in the careers, contexts, and performance of prime ministers are systematically connected. In this way, the book not only qualifies conventional assumptions about prime ministers in CEE but also substantiates the theoretical relationship between their careers, contexts, and performance. The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. In most countries of the Former Soviet Union (FSU) and Central and Eastern Europe (CEE), cereals production constitutes a major proportion of agricultural sector output, and expenditure on cereals products represents a significant component of total household expenditure. Perhaps for these very reasons, cereals sector reform in many countries has tended to lag behind that of other sectors within agriculture, and of the liberalisation process in general. This lack of reform has prevented the countries of the region from realising the full productive potential of their cereals industries and threatens to undermine food security. This book is based on a workshop on cereals sector reform and food security in the Newly Independent States (NIS) and CEE, held in Kiev, Ukraine, in December 1995. It addresses the general issues involved in the reform process and also considers the progress made, and constraints encountered, in specific countries in the region. Earlier chapters consider general features of the reforms, and the later chapters are concerned with country-specific issues. The workshop was held as part of a broader initiative by ICERC to create a framework for cooperation on the critical issues of economic transition in this region: to revitalise trade, to stimulate investment, to increase food production, to develop and conserve resources, and to take effective action on environmental problems.

Moreover, by accepting the challenge of publishing in English the researchers make their accounts more available to readers beyond the countries concerned. During Communist rule, surveillance across Central and Eastern Europe was used primarily to secure political conformity and uphold the political regime. The profound political, economic, social and legal changes which have occurred in the region over the last 20 years, including the transition to a capitalist market economy, the introduction of private property and the denationalization and privatization of once only state owned assets and resources have led to a reshaping of attitudes towards specific surveillance practices and technologies, where private surveillance is less strictly regulated or, at least less under public scrutiny than state surveillance. Contemporary surveillance studies remain culturally biased to an Anglo-American milieu and that of ’older’ EU member states, despite considerable conceptual innovation. This volume fills this gap by providing insights from a part of Europe which has to date been unrepresented in the field. By analyzing and evaluating selected surveillance domains (road surveillance; public telecommunications surveillance; consumer surveillance; and border surveillance) in CEE countries from an ethical, legal and comparative historical perspective, we are better able to understand the consequences and impacts of technically enhanced surveillance practices in the region.
