Is the Internet democratizing American politics? Do political Web sites and blogs mobilize inactive citizens and make the public sphere more inclusive? The Myth of Digital Democracy reveals that, contrary to popular belief, the Internet has done little to broaden political discourse but in fact empowers a small set of elites--some new, but most familiar. Matthew Hindman argues that, though hundreds of thousands of Americans blog about politics, blogs receive only a miniscule portion of Web traffic, and most blog readership goes to a handful of mainstream, highly educated professionals. He shows how, despite the wealth of independent Web sites, online news audiences are concentrated on the top twenty outlets, and online organizing and fund-raising are dominated by a few powerful interest groups. If so, you may know what it feels like to experience a clash of cultures, or even culture shock, in technology. Culture—shared values, norms, and behaviors—influences both the design of technology and its use. An encounter with new technology can teach us to embrace the unfamiliar, but a mismatch between design and user can create misunderstanding and loss of trust, and can even become a tool of digital imperialism. In Digital Culture Shock , computer scientist Katharina Reinecke travels through countries and cultures around the world to show the many fascinating ways that technology design and use can differ.Reinecke argues that technology is inherently cultural because developers apply their own knowledge and experiences when creating it. And this can make the technology fail in other settings. CMOS chips are becoming increasingly important in computer circuitry. They have been widely used during the past decade, and they will continue to grow in popularity in those application areas that demand high performance. Challenging the prevailing opinion that circuit simulation can reveal all problems in CMOS circuits, Masakazu Shoji maintains that simulation cannot completely remove the often costly errors that occur in circuit design. To address the failure modes of these circuits more fully, he presents a new approach to CMOS circuit design based on his systematizing of circuit design error and his unique theory of CMOS digital circuit operation. In analyzing CMOS digital circuits, the author focuses not on effects originating from the characteristics of the device (MOSFET) but on those arising from their connection. This emphasis allows him to formulate a powerful but ultimately simple theory explaining the effects of connectivity by using a concept of the states of the circuits, called microstates. Shoji introduces microstate sequence diagrams that describe the state changes (or the circuit connectivity changes), and he uses his microstate theory to analyze many of the conventional CMOS digital circuits. In Island in the Net , Steffen Köhn examines Cuba’s nascent digital culture and how it has reconfigured the relationship between the state and its citizens. Köhn shows that through innovations including “sneakernets” (the physical transfer of information by flash drives and other devices), digital black markets, and online spaces for political debates, Cubans have successfully challenged the government’s monopoly on media and public discourse.Drawing on multisited ethnographic research, Köhn documents Cuba’s digital awakening, from the introduction of accessible Wi-Fi in 2015 to the social media–fueled protests in July 2021. How the world’s largest e-commerce market highlights a digital path to development How do states build vital institutions for market development? Too often, governments confront technical or political barriers to providing the rule of law, contract enforcement, and loan access. In From Click to Boom , Lizhi Liu examines a digital solution: governments strategically outsourcing tasks of institutional development and enforcement to digital platforms—a process she calls “institutional outsourcing.”China’s e-commerce boom showcases this digital path to development. In merely two decades, China built from scratch a two-trillion-dollar e-commerce market, with 800 million users, seventy million jobs, and nearly fifty percent of global online retail sales. Contrary to conventional wisdom, Liu argues, this market boom occurred because of weak government institutions, not despite them. Gaps in government institutions compelled e-commerce platforms to build powerful private institutions for contract enforcement, fraud detection, and dispute resolution. For a surprisingly long period, the authoritarian government acquiesced, endorsed, and even partnered with this private institutional building despite its disruptive nature. Drawing on a plethora of interviews, original surveys, proprietary data, and a field experiment, Liu shows that the resulting e-commerce boom had far-reaching effects on China.Institutional outsourcing nonetheless harbors its own challenges. With inadequate regulation, platforms may abuse market power, while excessive regulation stifles institutional innovation. China’s regulatory oscillations toward platforms—from laissez-faire to crackdown and back to support—underscore the struggle to strike the right balance.
